A WIRRAL man has asked a parking company to withdraw a penalty charge notice (PCN) he received from it “on compassionate grounds”, after using a car park in Caernarfon which it operates.

The man, who asked not to be named, used the Slate Quay car park, which is run by Initial Parking, on August 14, but overstayed by 32 minutes.

He appealed his fine, but was told within 24 hours of doing so that the PCN still stood.

It comes after the man lost his father – he said that, “with emotional upset, I had mistaken my (parking) duration”.

The man said: “Recently, l have lost my father, who I had been caring for at home, through a terminal illness, and have also been off work with a sick note recovering from grief.

“I appealed the PCN, saying I was visiting Caernarfon and had done over a few weeks, but on this occasion, with emotional upset, had mistaken my duration.

“It took just 24 hours to respond to say the PCN still stood and I had to pay the fine - £60 if paid within 14 days, otherwise £100 within 28 days - therefore showing no compassion or consideration for people’s misfortune, or problems that may arise.”

Numerous people have told the Chronicle of their surprise at receiving PCNs after using the same car park earlier this year.

In August, Richard Adams said his holiday in North Wales was “soured” after receiving an “absurd” fine, issued to him for apparently failing to enter his full vehicle registration.

Later that month, another woman, who asked not to be named, said she she paid £4 for two hours’ parking, left within the first hour, had her “pay and display” ticket on her car throughout that time, but was still subsequently fined.

The man added: “I’ve not paid it yet, but I know I have to pay it. I’ve done something wrong; I put my hands up and I admit it.

“I admit I was half an hour over, but I’d like them to withdraw it on compassionate grounds.

“I wrote in and explained it, and showed them my dad’s death certificate, but within 24 hours, they said it’s my responsibility to read the terms and conditions, and I could have ‘topped up’.

“I would have topped up if I’d realised I’d ‘outstayed my welcome’, so to speak.”

Initial Parking was approached for comment.
